Help with damp slate floors

Damp slate slab floors in basement. Property is heritage listed so slate needs to remain, but it’s laid onto sand with no damp proof underneath I’m guessing. Slabs are huge, some very damaged, flakey and cracked. I need advice re how I can safely cover floor with timber or tiles (onto fibre cement sheet or raised floor) or do I just need to live with damp floors?
