Though you might need to establish the following to comply with the code: Concrete as in concrete tanks that hold water up to and beyond 2.1 mtrs of 'head' and 100mm thick are waterproof. No house will ever hold more than 25mm of pooling water so this is not the issue. (House slabs are mostly 100mm thick.) The issue relates to the waterproofing of the 'wet areas' and can be 'overcome' by providing a waterproof membrane to 'bund' the wet areas.
