Not all timber is 18mm, it could be 13 or 14mm. You can also use plywood instead of battens. I used 12mm plywood as I had wider boards that had to be full troweled glued. Select the timber and substrate and maybe add a mm or two so the timber can slide under the skirting. you can run a bead of caulk over the gap. I seen my carpenter do it and to make sure the joins are unnoticeable he glued and sanded the joins. I'll speak to your flooring installer once you chosen your floorboard and ask them what height to install the skirting.
