Some folk build on a limited budget, and fit basic floor-coverings with a view to replacing them after 5 or so years with what they really want. A fair plan!
If that were me in that scenario, I'd put a cheap polypropylene loop pile carpet in the bedroom and study and loungeroom. Vinyl to the kitchen and meals area. The stairs.....hmmmm I hate hard stairs. I don't think laminate flooring, as it requires a trim to cover the nosing of each step. This can be catchy, leading to tripping. Vinyl is possible but hard. I reckon carpet here. Again, cheap polyprop directly stuck. You'd have to choose where the carpet and vinyl meet across the living area, and a trim covering them. This option may well come in under $4k.
