We asked PD if they'd tack on the skirting boards for us so they could be removed after handover when our timber floors went in. They said no - that in order to get the certificate of occupancy, they needed to be attached properly. Personally, I think they were talking a load of *** & just didn't want to have to do any extra work. But anyway...
You can't easily take the skirting boards off if they've been attached. And I wouldn't recommend putting a wooden floor in prior to handover - it'll get scratched to smitherines in no time with tradies, etc, walking all over it.
