We recently had our carpet laid, and I don't think I paid enough attention to what they were doing. So I'm not even sure whether they claened the dusty concrete floor beforehand? In the current house it was done through the builder, but we snuck in and swept the floors first. I would have preferred to vac aswell but couldn't. A good layer would check this (but don't count on it). It must also be dry. Often new houses have pads that are not properly dried within Standards. Of course it should be clean. Good to see you giving attention to it. Most layers won't! A good vacuum is a start. A mop over with a good disinfectant that leaves no residues is a good move, (but it must dry off for a few hours before carpets are laid). I'd use Whiteley Viraclean. Google it. Ash.
