Do I pay stamp duty on vacant land as a first home buyer?

I am a first home owner looking at buying a piece of land in Victoria to build on.
As first homer buyer I should be eligible for stamp duty exemption, however my mortgage broker has told me that I will have to pay stamp duty on the land but will get it back as a refund when i start to build the house.

Is this true?
I want to wait a year before building in order to get my plans and permits in place but would really appreciate not having to pay the stamp duty if I am eligible for the exemption.
