Once you get notice from the developer that land has been opened for valuation, the title should not be too far.
If your builder will not start charging penalty in the next 12 months, it would be pretty safe to sign. If you sign too late, it would delay the build process as well.
It's your call in the end, but with Stage 4 titled, next 2 stages shouldn't be too long, although I know it's hard to believe anything the developer says.

Thanks Ronn and ver for the same , you are right....ok will wait for notice for valuation. At the moment they are saying some electrical re-audits has been done and waiting for the approval for stage 5 & 6 . But I’m hearing this again for a long time so waiting for the right time.
