It should be a requirement before titles are issued, but the various government departments have been slow to act & amend approval process. Go back to developer with the information in link below & hopefully they will comply. if they don't you have two options seek legal advice or form a body corporate with other owners of development to complete the AFR. I'm having this issue now myself, basically getting no responses from seller ATM. The developer of these blocks think its a builders responsibility for this and as previously posted is is most definitely not but we seem to get the blame for it most of the time, if the buyer of the land hasn't written up the offer when they come to us we tell them to write the following clause as a special condition. "Communications infrastructure to be completed by developer as per the federal government communications act."
