NBN pit & pipe

We have purchased a block of land that has been subdivided (its not in a new estate). The builder has added a pit and pipe to site works, is this a requirement? He explained the land developer should have done it but they usually don't. I don't even understand why we need this? Can anyone please shed some light on the NBN pit and pipe? I cant get a straight answer from nbnco either.
Fairly sure all new blocks in aus need an nbn connection now. Telstra don’t run copper into new homes anymore like the old days. Ask builder what nbn are putting in maybe you’ll get an option for fibre?


Is it specifically a lead in for NBN service or is it just a general conduit/pipe for future services like voice and data?

We’ve asked for a conduit in by our builders as we both work from home and definitely need Internet but I didn’t think all new builds get NBN links by default, I know businesses don’t but residential might be different.

Thanks I didn't realise telstra no longer run in copper, that explains why we need to put this in and the older homes on the street can just use their existing cabling!

Its specifically a lead in for NBN not just a conduit. They dont get the NBN until is available in the area but the house would be wired to recieve it as soon as its available. BTW big fan of your screen name, love the IT Crowd

Developer needs to do the AFR (application for reticulation), it is required by federal law but the issue is no agency enforces it. It should be a requirement before titles are issued, but the various government departments have been slow to act & amend approval process. Go back to developer with the information in link below & hopefully they will comply. if they don't you have two options seek legal advice or form a body corporate with other owners of development to complete the AFR. I'm having this issue now myself, basically getting no responses from seller ATM. I gather they know this policy is not enforced & hopes I will eventually stop bothering him, I will most likely seek legal advice if I get no results with real estate agent.

Yes telstra said it is legally the developers responsibility but if they dont put it in then the responsibility falls on the purchaser of the land 😠 Very annoying they are not following up on there own legislation. Fortunately we haven't settled on our land yet so we have a bit of power.

Thanks, I found this link really helpful as it quotes the legislation and was written by a lawyer that specialises in telecommunications. Hope it helps you with your battle too.

Hi guys, I work for a builder in Perth and we come across this often and it is absolutely ridiculous that it isn't a condition from the WA Planning Commission, I have tried several times to raise it with them but seem to get fobbed off, I have recently contacted the Planning minister and of yet haven't received a response but am going to follow up. The developer of these blocks think its a builders responsibility for this and as previously posted is is most definitely not but we seem to get the blame for it most of the time, if the buyer of the land hasn't written up the offer when they come to us we tell them to write the following clause as a special condition. "Communications infrastructure to be completed by developer as per the federal government communications act."
