Essentially you can get someone to do it for you for anywhere from $300 to $750 or you can follow the RFS guidelines and submit one yourself to The Hills Shire Council for certification at a cost of about $220. Search RFS BAL assessment for the guide on how to do it, it's not difficult. The application for BAL certificate can be found on The Hills Shire website.
