Prior to that stage draft plans were done on tracing paper which wasn't as stable but which could be easily amended. (I don't think anyone uses linen these days as plastic drawing films are much more stable and if the information is in a drawing package accurate prints can be quickly churned out) It therefore sounds to me that the project must be at the approved drawings stage The Harder You Try - the Luckier You Get !
