The stages allows the developer to ride the market and increase their land price by +$10k-$50k stage to stage. It also is a more manageable process dealing with 30 odd blocks, as not only the construction costs but also the council contributions. The rego is based on generally a 4 months construction phase for a normal easy subdivision, covid has caused major delays even to items like large concrete pipes (some cases +3mths). The stage can only be lodge for registration once all the works are completed, inspected by council and the Ascons (as constructed plans - sewer, stormwater lines have been produced). There is no timeframe that the developer must lodge for rego other than how quickly they want to settle the blocks and get paid.
