Why is a land with a Restructure Overlay cheaper than others

I am planning to buy a piece of land to start a farmlet to grow fruits trees and build a home in a few years. I have found some lands (Farming Zone) with a restructure overlay. They seem much cheaper than others. Is there a reason? I have read the Restructure overlay document by the limitation seem to be only about subdivision. Am I missing something?

That sucks! Hope it all works out. Good to move away from steel anyway for all your reasons, but it's also thermally poor.
