My pool is almost completed and has one side with a glass fence (supplied and installed by pool builder contractor) and the other side with a PVC fence (supplied via manufacturer and installed by me). The pool certifier has asked the pool builder to request a form 15 for the PVC fence. I requested form 15 from the PFC fence manufacturer, but they have said they have never issued form 15s for pools and can't because they did not install the fence. After doing some research on form 15 and form 16, I am still unsure who is right. There is a QLD govt. faq which seems to suggest a form 15 could be required... Form 15—A building design or specification will, if installed or carried out under the certificate, comply with the relevant building laws; But it also says certifier can rely on form 15 from a QBSA licensee (but the PVC fence manufacturer isn't a QBSA licensee). Anyone got any ideas on who is right on this? I would tend to agree with the fence manufacturer because had I built the fence from timber supplied by bunnings, I surely wouldn't be required to ask bunnings for a form 15 on that timber materials. I'm reading it is they want someone to sign off to say the design/construction is compliant to relevant pool regs. Or I may be mistaken. When you say building surveyor do you mean the house building surveyor? The person asking for the form 15 is the guy who has done all the council approvals for pool only. What I don't get is if part of the pool fence was an existing timber paling fence on the boundary of the block in place for many years, who would he be asking for the form 15 from then? I would have thought the pool safety inspector's job is to inspect the fences and based on this provide certification the fence is adequate. I couldn't attached the photo for some reason.
