When you say building surveyor do you mean the house building surveyor? The person asking for the form 15 is the guy who has done all the council approvals for pool only. What I don't get is if part of the pool fence was an existing timber paling fence on the boundary of the block in place for many years, who would he be asking for the form 15 from then? I would have thought the pool safety inspector's job is to inspect the fences and based on this provide certification the fence is adequate. I couldn't attached the photo for some reason.
