i'm in NSW and according to planning rules the boundary fence cannot be higher than 1.8m.

This is in line with the pool fencing requirements, stating that a boundary fence, which also acts as a pool fence, needs to be 1.8m high. So far so good.
But there are additional requirements for pool fences, including non climbable zones. Also, pool fencing requirements need to take measurement from current ground level from the inside the pool area, while the fencing requirements take measure from the original ground level.
My question is now, what happens when the pool fencing rules require a fence which is higher than 1.8m due to modifications to the ground, objects in the pool area, etc? This is then in conflict with the fencing maximum of 1.8m.
In my specific case, there is an elevated deck and garden beds within the pool area, so pool fencing needs to be higher than 1.8m from ground level.
