Pool fence regulations question - height INSIDE enclosure

I have a question regarding pool fencing regulations.

Our fencing meets all requirements from the outside. It is 1200mm high solid panel, with 300mm of slats on top, less than 10mm apart; all gates self closing and opening outwards etc. It is a boundary wall - rendered with the slats etc, that also forms 2 sides of the pool enclosure.

However, is there a height requirement on the INSIDE of the fence? We have had to raise the ground a little as the pool has been installed a bit too high. This will mean that the height of the pool fence on the INSIDE is only about 900mm solid panel with the slats above.

So the total height of the fence from the inside is still over 1200mm, but the solid component is still only 900mm.

my question is, is there a requirement to stop kids being able to climb OUT of the enclosure?

Its the outside height that is critical, the only time the inside becomes an issue is if its a open panel type fence where a child could put there leg between the bars and use something inside as a step.

If your question is about the two sides that form part of the boundary, if the boundary fence is less than 1800mm then you will need to address any potential climbing points on your neighbour's side of any boundary fence that doubles as a pool fence. If the boundary fence is at least 1800mm high then it doesn't matter what is on the neighbour's side of the fence.

We dealt with this by attaching bamboo panels to our timber paling fence to ensure it was 1800mm high. Otherwise, we would have had to modify every horizontal fence rail to make them non-climbable

We are on a corner block, so the boundary is to the street, and has a 2-4m drop down to street level. So any kid trying to get in needs to scale the limestone retaining wall first, or climb a tree or up rocks, then climb the 1800 fence on the top. I'm thinking we are OK from the outside - hopefully!

the outside of the boundary fence in Vic generally has no relivance to compliance. (this has been the case for years)
The internal does.

a boundary fence must be a minimum of 1.8 mtrs tall, the internal surface to have no greater gap then 10mm horizontally or vertically
There can be no climbing objects closer than 900mm to the fence ie: tree, bbq etc

The gap under a pool fence can be not greater than 100mm

glass pool fence.. min 1.2 mtr tall with self closing and locking latch. where a prescribed pool fence abutts another fence there has to be a clear radius span of no less than 900mm from top of pool fence in a 360 degree arch.

in other words get a 900mm peice of string, hold it ontop of your pool fence, move it in an arch fashion, if it hits an object or pass's a gap of 10mm or greater the fence dosnt comply
