We have it in the contract but the paint comes off sooo easily. Wall stickers that I have used before many times shred it off and only thing I can think of is that they skimped on the sealer layer we paid for. But I don't see them not using a sealer .I had my house only sealed by the builder . we painted ourselves. I noticed that the forgot to seal our air .I put some water on the unsealed wall and the water soaked straight in the plaster .where as the walls that were problem sealed just beaded on their.
