Given that the painter has had the supplier out to have a look would recommend that you do the same. Things like moisture levels, sanding, referencing the original coatings, etc really aren't in our bailiwick as customers. What you want the paint supplier to confirm is whether it is a problem with their product or whether they identify the problem as in the application or building fabric area. Luck.

Thanks...it appears at this stage they are each saying it is not there problem, even though Dulux guarantees that their paint won't flake blister or peel, and the painter guaranteed his work and was doing the work according to the Australian standard which says the paint shouldn't blister.
