Let me answer as follows: 1. Building disputes? None. We had our minor disagreements along the way but nothing major. 2. Progress payments? Were always made on time 3. No building Contracts or written agreements? There is a standard industry contract in place with minor amendments in which we signed 4. Non Compliance? Have had the PCA walk through the property during and at end of construction at my expense to ensure we were all ok. They are no simply awaiting the certificates to sign off the job. 5. Others - He is a semi retired builder now and focusing less on his reducing workload compared to his personal life. I have no problem with this however the longer it takes to collate the certificates from trades the more difficult it will become. Some trades shut up business, some move on, some simply won't remember the job in enough detail! However, I am curious as to whether he has the certificates and BASIX to supply the PCA and simply hasn't allocated time to on forward these? Basix certificates are generally required at the initial planning/building stages... do you have all Council approvals for your build? Are his trades licensed? In Victoria it is illegal for the builder to claim final payment without occupancy permit. Have you paid builder the last payment? Anyway, still has his builders licence- for how long who knows? Council approvals I will likely have on file and will look for these when home. Trades were licenced to best of my knowledge. I am going to basically keep contacting him through emails and phone calls until we get him to forward these through.
