Roofspace storage and downlights.

When laying our floor, is it safe to board over downlights? I have searched and searched and all I can find is clearance for insulation. There is plenty over clearance over the top, but they will still be boxed in compared to having the whole roofspace to dissipate heat.
Newts more info required are you putting a loft/attic floor in the roof space?
