Help needed to deal with incompetent Builder

We have contracted Jethsons builders, who was suppose to complete the job within 3 months as per contract and it is almost a year they are not close to even 50% of job. Asking for money all the time, claiming don't have money to pay for material. We have been paying him to get the work done but he does not turn up for weeks once he receives the payment. Does not follow payment schedule, threatens that if we don't pay work will not be done and tells us that it will take more than a year to resolve if we lodge complaint with tribunal. Need help who can advise how to deal with him and get the work done.It has already costed us lots of money in rent and interest as we can't move into the property. Please advise us what should we do in this situation.

Fair trading will sort it/ him asap

goto fair trading. he cant threaten and expect you to keep paying for supplies.
thats his risk as well.
