They have a different outlook, as they are often self employed rather then employee pleasing a boss first. Of cause this a broad generalization and there are good Certifiers in councils. I am assisting with a case now (energy ratings, codes and non compliance) involving a designer, builder, private certifier, Council building Dept and the building Commission it's a complete mess. I am of the opinion that too much specialization leads to delays, fragmented and costly services.
