The most recent previous owner painted the red brick quoins. The council's heritage advisor has asked me to remove the paint, which I agree would be best. I'm worried that sand blasting may blast away the bricks as well (there has been salt damp at some stage). Some of the paint is right next to some newly painted timbers. Paint stripper, perhaps? Failing that I'd contact some other councils and speak to their heritage consultants about your problem. Either that or ask to talk to someone about graffiti removal and what they use. I would have thought a paint stripper would have been best. Some of the low-toxic kind are water based so you would be able to flush them out of the brickwork better than an oil or petroleum based kind. I haven't used it myself but have seen it used many times including on some significant old buildings. It is a combination of a paste and a laminate sheet (kind of like contact) put over the top and left for a few days. The laminate is then pulled of removing the paint.
