Planning on fully rendering our house, but our garage and the neighbors garage are both on the boundary line, so only about 20-30cms between the 2 brick walls, Are renders able to do our garage wall? with that limited space?

If the neighbours garage is already built then no you won't be able to render the garage wall.
If your neighbour has not yet started building their garage you can render the garage wall, but you will need to get their approval for this and they will need to give you access to their property.
