On a serious note, you probably wouldn't find a shire who would approve it. Not only that, carports arnt designed to have a garden on the roof. You would need to find an engineer willing to certify the structure, even then the costs to build it will obviously increase due the extra support needed. Then you will need to find a way to keep the garden up on the roof. Get a strong down pour, it will most like fall or wash away. Do you want to know for academic reasons or are you seriously considering it? I saw an Australian show a year or two ago that showed a green (house) roof that also included the garage. It was quite spectacular but costly. Germany leads the world in green rooves and you could try Googling for inspiration and information. If you already have a common run of the mill carport, then I have to ask "WHY"? Weight, cost and impracticality amongst the other issues already given by others would rule it out.
