They seem to be Polystyrene and look a little like you might find in an old office building. The property is about 1930 and these must be later than that, just worried about asbestos mainly. That way you don't need to worry about the asbestos (well you still need to wear a mask etc) and with new cornice it will look brand new. As the other poster said, gyprocking over it is the way to go once you locate the ceiling joists, and leaving them there will give you a tad more insulation Are all the other ceilings covered with polystyrene tiles? Could you put timber cladding on the ceiling to carry on with the same look as the walls?
