I'd strip the room or rather the walls in question right back to the brick, re-render and then tile and paint as necessary. That's how we did 99% of any bathroom renos with brick walls especially if they had the old lime plaster or it was drummy. Where there were cracks in the brickwork we'd prefer the batten method or expanded metal sheets over the cracks and then render. It still doesn't make the walls structurally sound, it just lessens the chances of tiles cracking because of movement. More than once we have demolished a badly cracked wall and rebuilt it too.
