In one section it says: Quote: 4.1.3.4 Secondary dwellings Secondary dwelling is a new dwelling type introduced by MLEP 2010 that is permitted with consent throughout all residential zones. A secondary dwelling (commonly known as a ‘granny flat’) is a second small attached or detached dwelling on the one lot (they can not be strata or community title subdivided) that may be required for a family member or to provide some low cost rental housing that generates extra income for the property owner. NB State Environmental Planning Policy (Affordable Rental Housing) 2009 permits secondary dwellings as complying development subject to conditions. That act is here. Hope that helps!
