It is clearly unsafe (too narrow), unprofessional and wasteful. I believe the stairway does not require a continuous handrail the full length of the stairway flight because the existing stairway has a handrail associated with the barrier, refer to NCC(2022) Part 11, Clause 11.3.5(1)(b). I believe the stairway does not need the provision of a handrail at the top winder of the stairway as a newel post is installed to provide a handhold, refer to NCC(2022) Part 11, Clause 11.3.5(2)(c). NCC (2022) Part 11, Clause 11.3.5(1)(b) requires a continuous handrail which must extend the full length of the stairway flight or ramp except where the handrail is associated with the barrier, in which case the handrail can terminate where the barrier is allowed to terminate. This allows for the barriers to geometric stairways such as elliptical, spiral, circular or curved stairways to finish a few treads from the bottom of the stairway. NCC (2022) Part 11, Clause 11.3.5(2) outlines where a handrail need not be provided, this includes — (c) a winder in a stairway if a newel post is installed to provide a handhold.
