Is it possible to convert subfloor to basement for storage

I do have a 2 level house on the sloping down site.

The subfloor under the send half of the house is a huge subfloor with 2.7~3m height.

Just wondering if I can convert it to basement ? or Will council allow me to ?

Any input ?

I think Council does not allow tri-level house. But not sure if it is ok with basement for storage in lower floor.

Just got response from council. Pouring concrete into subfloor does not require any building permit.
