Can anyone please tell me if any estate can restrict any lot owner from installing window roller shutters ? I live in Victoria, and was looking to buy a house in Ballarat, but I saw that one of the estate developer design guidelines do not allow roller shutters. I was reading Sec 32 and found the design guidelines are available at
