Garage conversion

I have an early 90’s built home where the garage is connected to the house under the existing roof. The garage already has gyprock ceiling and two windows. Would this be an easier conversion to a living room as the garage is part of the original home and more likely to get council approval? Also, what is the cost of a garage conversion these days? Garage is approx. 30sqm.

I have a 3.5m*5.5m garage, connected to the house under the same roof. I talked to a handyman, and he quoted $9K for:

cut the wall and install a small window (1.2-1.4m wide)
gyprock the walls and ceiling
raise the floor by ~10cm

I'm also interested to know about council approval, haven't asked yet. My garage is currently 2.7m high, thus with 10cm floor raise, and some cm ceiling drop, it would still be more than 2.4m high.
