I won’t do sand under pavers and will connect all up under pavers, however I was going to do: 1) Roadbase compacted with manual hand tamper 2) Then add concrete (mixed by hand) and lay paver. 3) Ensure wet concrete covers width of pavers ave between the 50mm gaps so all connected as one unit. 4) once dry, lay fake turf around and in between pavers. If can’t nail in turf given concrete set underneath /between pavers then may resort to liquid nails /glue to hold turf down. Use a product like Equisol's Vitalise to clean the deck then coat with a penetrating timber oil. It will look 10 years younger and add value to your home.
