I have at the bottom of my basement wall some mildew coming through. I opened the wall and noticed a gap 4 inches wide by 3 inches deep all along between the wall and the floor. The wall wood frame went all the way into this gap. I think this is because we had a ceramic tile floor but in over twenty years ago and the wall was already up so they made the new floor up to the wall creating this gap. I also noticed that the wall is insulated and they added a vapor barrier but not all the way to the floor. I think this was intentional. The space not insulated is all around the basement wall and measures about ten inches. Question 1 Should I fill the gap with all-purpose cement and replace the rotten wood with pressure-treated wood.
