If you want to find out if the project is feasible, you should have an engineer assess it. The builders will not know anything about the foundations, so they will make assumptions. Civil engineers can tell you if it's feasible and what's involved. I've worked on a few of these in the past, so I know they can be done. In the worst case scenario, you may need extra reinforcements. A engineers report would cost you less than $1,000 & it would tell you if the project is feasible or not. From a quick look at your plan, it seems very straightforward. The only slightly tricky part might be the beams that must be cantilevered over the garage. However, it shouldn't be a major problem.
