What’s its purpose ? Can I cut it and cap it off or does it serve a present or future purpose ? It's capped so it's not a relief gully and they are typically next to the house anyway. You shouldn't really cover these over. They are designed so that a plumber can access the sewer line in the case of a blockage. You can put nicer caps on them or box them out and have a lid over the top but you shouldn't just cut them of or build over them.
