Welcome to the forum
The defect is called Concrete Honeycombing
Was the Concrete inspected during the actual pour, do you have photos?
Are there other spots visible? More info required
It's always a good idea as an owner OB builder to understand your engineering Drawings/Details and Notes. Always inspect structural components, Take photos, keep records, ask questions, etc. Make sure you aren't taken advantage of by being an OB novice
I would recommend that you check all Building Tolerances from here on as well
Checking Wall and Floor Building Tolerances
put the following trades on notice

The concreter will take and reuse. In my case I bought structural LVLs and scraped them back and used them as joists.

is this for a residential dwelling or a shed? If its for a dwelling, its out of tolerance and a "mistakes happen" isnt a good enough excuse to just move on.
