Newbie owner/builder - building surveyor questions

I've just got the plans through council to build a 116m2 shed out of 200mm thick colorbond sandwich panel (like a big cool room / R value of 10 for insulation) on concrete slab. As my dad is needing to go into a nursing home and wants me to take his wine collection, lathe, welding equip, etc.. Also, my mother in law may come from Europe to live in a part of the shed in a few years time (which I know is not technically allowed). I'm wanting to know if I get the plumber to fit out the shed with the ability for a toilet/kitchen pipe work in the slab Will the building surveyor not allow this?? Another question is, I'm wanting to have a passive air flow system in each room for the wine. Where there is a 250mm wide pipe that will zig-zag under the garden using the soil temperature to cool the air before it draws in to the wine storage rooms for summer. Will the surveyor allow these large vent holes coming up from the slab into each room (2 vents per room)??
