Building contract inclusions - deck oil

A client of ours is a party to a building contract which has the following exact words:

Deck and Stairs
Spotted Gum 135mm x 19mm

Painting
External


Question: does this mean that the deck should be oiled by the builder, or should the owner have to do this themselves? What is considered usual under such a HIA building contract for alterations/additions/renovations?

Unless stated it's generally not included.
Deck oiling and maintenance is something a lot of renovators do themselves
