Alternate solutions can be provided by engineers and then certified by a building surveyor If your construction is not covered within the NCC Then solutions are designed according to the relevant Australians Standards, ie, As3600 Concrete Structures, As3700 masonry Structures, As1720 Timber structures, etc by engineers only NOTE there are no AS for Polystyrene structures. Building surveyors approved those polystyrene houses, why, because they are built overseas ? Polystyrene houses built in Africa ? Where's the engineering data and proofs? The outer concrete is also purely a protective wind/water and thermal cladding effectively , and is also of no great structural benefit ( although it would obviously stiffen the wall as compared to only the single structural wryth. I have had a look at those foam blocks, interesting alternative if you want to use concrete for a stronger build than traditional materials. We have a couple houses in my area that were built using the concrete foam blocks, and concrete tilt panel, and also one made of smaller pre fab'd concrete panels.
