Plumbing regulations vary between the States, there are numerous State variations implemented in the PCA. It's in the owner building section so no builder. Ask the plumber to provide a solution. Let's hope you haven't paid much of the bill. I'd also be calling the plumbing commission and speaking to your building surveyor to see what advice they can offer.
