We are the owner builder for the our extension work.
At this stage we need the carpenter to putting up the pre fab wall framing and roof trusses.
My question is according to my building surveyor that any work over $5k that need a registered trade person to do it but somehow I have called some carpenters that they are all qualified but not licensed (the carpenter say there is no such as licensed carpenter)
So do I have to get a licensed builder to erect the framing or a qualified carpenter is fine?

Any competent carpenter that is is fine. You could DIY if you knew what you were doing.
As an OB you are responsible for the workmanship, however building surveyor will check minimum standards are met.
Unlike a plumber or electrician chippies don't provide a certificate.

Ok thanks. But according to VBA that any building work over $10k the trade person need to be registered with VBA.
My framing and roof trusses cost me about $13k so I am a bit confused.....
I don’t mind using the qualified carpenter without license which save me some money but just want to make sure that the building surveyor they don’t ask for the license.

They will deflect any liability to you as you are the builder.
Another question is does normally qualified carpenter have insurance to cover if there is any work they have incorrectly and damages?
If they hurt themselves you may also be liable.
Buy PI liability insurance as part of your OB insurance.

Your Carpenter should have Worker comp Insurance
Make sure you check their insurance details are current and whats included.
Also Fence off access to the build site to prevent, accidents theft and damage
In regards to defective workmanship make sure the work is clearly specified, detailed on drawings & Documents
and properly inspected at critical stages, ie Foundation, Slab, Framing, etc also take photos,ask questions
BTW you can't insure against Stupidity... Seriously grill them before you give them the work..etc,etc hth
