Floor levels usually should be on the approved plans. When they do your initial Site survey plan they would take a Datum point (usually from the roadway or some other fixed surveyors point) That would be deemed 10.0 and then on your Architects plans you might have an RL of say 9.6 for your internal floor which means that area should be 400mm below the Datum point. If it read 11.4 then it would be 1400 above the datum point.
