Dilapidation reports are typically done by people with building or engineering qualifications (our council will only accept dilap reports done by an engineer) whereas surveying requires different qualifications. If you also need a site survey then probably best to just contact a local surveyor separately. I have done many prior to land redevelopment. It is to record existing conditions with photographic evidence to use in case dispute develops in relation to new cracking , building leaks and damage from construction on adjoining land. It is not a land survey, for that you will need a land surveyor.
