Imo, the Issue is not who offers the best advice/guidance but rather if a problem arises ie, non compliance who is best to sort it out before it becomes not fit for purpose, a pull down job or at worse dangerous. BTW Builders and site supervisors are licensed in WA and you can hire both as an OB, but they will not override a Qualified Engineer and Building surveyor.
