http://www.climatechange.gov.au/greenpaper/index.html Australia is required to report the country's greenhouse gas emissions to the United Nations as part of the Kyoto Protocol. Therefore to collect this info - the Howard Fed Govt introduced legislation requiring all business to report their GHG emissions - the National Greenhouse and Energy Reporting Act (NGERA). The Rudd Govt is going to require companies to purchase permits for the GHG emissions they produce. To encourage firms to produce less GHG - if you buy permits for X volume but use less than X - you'll be able to sell leftover/unused permits to companies that produced more GHG than they are allowed by the govt. The Rudd plan is only in Green Paper format - no legislation yet and draft versions are not expected for 12-18 months while they sort out the mechanical details. Regular people will not directly pay the govt for GHG produced in their home. Your electricity company, water company, petrol suppliers, building suppliers will have to consider the price they will pay for GHG permits. Home owners and renters will pay - but indirectly. Only business are included in the govt's reporting, permit and trading scheme (and only businesses that are estimated to emit a certain minimum amount of GHG). Hope this clears up any confusion.
