Most if not all poly tanks are molded thicker at the bottom for this purpose but incredibly enough, some tanks are now molded with (sometimes) very low female threaded cavities and drilling another hole elsewhere can sometimes void the warranty. The photo I have linked is off another thread and it shows a molded threaded wall section but this one is molded at a reasonable height, albeit the fitting is very small (20 mm). Some tanks have brass fittings molded into the tank's wall. The owner posted that the tank was full of water but water wasn't going to the pump, the photo shows what he found when he undid the valve! The tank was installed by a plumber at a new home, obviously someone was needed to tell the plumber that the plug needed to be drilled out before fitting the ball valve!
