The overflow pipes are not connected (not needed) because the inflow stops when the tanks fill. The pump is about 4 metres away and everything is trenched. You are describing a submersible pump and "the pump beside it" will no doubt be an automatic mains water switching device. Switching devices are not pumps but are often falsely described as pumps. A lot of these installations are unnecessarily messy as you have noticed. Submersible pumps are fitted to cut down on noise levels but an external pump in an insulated pump cover will make minimal noise. The submersible pump will also have a pipe coming out of the top of the tank and an electrical cable going into it. You can't do much about this unfortunately. The switching device can have a wall cover over it and many do. I have seen a stylish vertical wooden cabinet next to a tank that hid the switching device as well as provide shelves and space for a hose and other garden fittings. It's a good idea.
